Refactor HCR_EL2 handling code Define HCR_EL2 bits and consolidate HCR_EL2 handling code in the system register files. This refactor facilitates better control of system register accesses by VMs in the future. Bug: 141600635 Change-Id: Iff036935c72830619173df67215143dd00be8692
