Fix performance counter unit test The number of bits that can be set in PMINTENSET_EL1 is limited to the number of performance counters supported by the underlying uArch. Limit the test to support four performance counters, and ensure that the underlying uArch has at least 4 performance counters. Change-Id: I55f6fb5ceeee9d91c28ea24abdda47e26f7138c6
