Do not allow cache maintenance operations by set/way Trap/do not allow EL0/1 cache maintenance operations by set/way, using the access bits in HCR_EL2. Such operations are difficult to virtualise, and could expose the system to side-channel attacks. Bug: 141600635 Change-Id: I37f1af2b35222e0c4cb38bfd234b285aca2b5309
